Perform moderate to complex auditing work. Conduct performance, financial, and compliance audits based upon a City-wide risk assessment and in conformance with Government Auditing Standards.
Essential Functions
1. Supervises employees, with an auditing function, in conducting performance, investigative, financial and compliance audits to ensure that audit objectives are completed.
2. Conducts and directs preliminary surveys to determine areas to be audited for conformance to policy, procedure and internal controls.
3. Determines the methodology by which employees will perform their assigned projects; makes recommendations about the audit program to be followed.
4. Conducts audits and investigations that are highly complex, highly sensitive or of a very time critical nature.
5. Compiles and prepares work papers containing relevant evidentiary material used to support all findings, conclusions, and recommendations.
6. Reviews the work products of employees to ensure conformance with appropriate City, State, and Federal auditing standards; makes recommendations regarding promotions and merit increases.
7. Recommends areas of City management which might benefit from a more comprehensive review of current policies or procedures, or the way in which existing policies and procedures are being administered.
8. Participates in entrance, progress, and exit conferences related to assigned projects, which frequently include attendance by the City Auditor, Assistant City Managers, and department directors and their assistants.
Minimum Qualifications
Minimum Qualifications (Education and Experience)
A successful candidate will demonstrate the following:
EDUCATION
• A bachelor's degree in a field of study with significant quantitative, research, or analytic content.
AND
EXPERIENCE
• 5+ years of professional work experience (in the auditing field).
AND
CERTIFICATION(S)
• Possess a Certified Public Accountant (CPA) licensee, or Certified Internal Auditor (CIA) or, Certified Information Systems Auditor (CISA) certification.
Additional Minimum Qualifications
• Serve as the lead on projects by determining objectives, scopes, and methodology. • Plan, organize and participate in various meetings with different levels of management and executive members.
• Compile and prepare work papers containing evidentiary material to support findings, conclusions, and recommendations.
• Direct and/or review work papers prepared by other team members and provide timely feedback on areas of improvement.
• Employ analytical skills and exercise sound judgment to explain problems, evaluate information, and draw conclusions.
• Prepare and/or update draft reports, lead report briefing meetings with executive leadership.
• Review and evaluate the performance of assisting auditors and their contribution to engagements.
• Ability to quickly adapt and learn business processes and operations.
• Ability to complete tasks within budget and meet milestone dates.
• Motivated team player that works collaboratively with various team members to accomplish audit projects timely.
• Strong computer skills and proficiency in Microsoft Office Suite.

• Information technology auditing.
• Ability to establish and maintain effective rapport with clients, employees, external organizations, and the public.
• Competency in communicating verbally and in written format professionally.
• Self-starter with the capacity to direct the work of others.
• Proficiency in conducting independent research using quantitative and qualitative methods. • Thorough knowledge of government auditing standards and auditing procedures.
• Experience in using data analytics software and policy analysis methodologies.
• Capable of using TeamMate or other electronic audit work paper system.
